By the late 1970s it was clear the international LNG business was set for a period of rapid expansion. A number of involved companies were concerned to agree essential common standards for the industry, to aid its expansion, underpin public confidence and avoid a proliferation of unilaterally defined regulations.

This group resolved to establish a body to draw together industry member companies in an effort to establish commonly agreed standards and best practice criteria. The Society was formed and registered as a Bermuda Exempted Company (non-profit making) with limited liability in October 1979. The Society was granted observer status at the International Maritime Organisation in 1982.

Since it was established, SIGTTO has published over 50 books, recommendations and guidelines, with an average of two per year being produced or updated.

SIGTTO has facilitated the revision of The International Code for the Construction and Equipment of Ships Carrying Liquefied gases in Bulk (IGC Code) on behalf of the IMO. In 2008, SIGTTO formed nine working groups, under the auspices of a steering group, to carry out this work. Over a two-year period, with nearly 140 experts, representing over 40 entities and 20 countries, SIGTTO ensured that this revision was delivered to IMO. The new code came into force in 2016.

In 2013, SIGTTO formed The Society for Gas as a Marine Fuel (SGMF), to oversee the use of LNG as a marine fuel.

Moving towards a greater focus on environmental matters, in 2022 the Society established its Environmental Committee.

Formed originally with thirteen members, the SIGTTO has steadily grown to a membership of around 97% of the world’s LNG vessels and terminals and around half of the LPG market. The Society has progressed to become acknowledged as the authoritative voice of the liquefied gas shipping and terminals industries. This position rests on its reputation the Society quickly gained for impartiality and integrity in addressing operational and safety issues.

SIGTTO recognises that environmental issues affecting the planet will impact future generations and
supports the aims of the International Maritime Organization’s (IMO’s) Greenhouse Gas (GHG)
Strategy.


SIGTTO will draw upon its expertise in gas shipping and terminal operations to assist the development
and adoption of measures to protect the environment, specifically:


1. SIGTTO will support the IMO to develop and adopt measures to successfully achieve the goals set in
the IMO’s GHG Strategy.


2. SIGTTO will engage with IMO and other industry bodies to address any emerging technical and
safety risks arising from these measures. SIGTTO will develop and deploy solutions to meet these
challenges.


3. SIGTTO will instigate and share best practice to meet the IMO’s GHG Strategy, and support
members’ individual efforts to fulfil these objectives.

SIGTTO has the following meeting types:

Regional Panels

Regional Panels will be held regularly to address local issues and to provide members with an opportunity to participate directly in the society’s proceedings. They will be held in Houston, London and Singapore.

General Purposes Committee (GPC)

The GPC is selected to represent a broad cross-section of the overall membership and having a high calibre of expertise on all technical aspects of liquefied gas shipping and terminal processes.

Environmental Committee (EC)

The EC, formed in 2022, deals with environmental issues as they relate to the gas shipping and terminal sectors.

Board

The board is comprised of twenty senior executives from SIGTTO’s full membership and deals with the strategy, governance, policy and finances of the society.

Working Group Meetings

Working group meetings are chaired by and comprised of the membership, with occasional subject matter experts from outside the membership as required. The working groups are formed by the GPC or EC.

We are the Society of International Gas Tanker and Terminal Operators (‘SIGTTO’, ‘we’, ‘us’, ‘our’). We are the controller of your personal data. Our address is PO Box 1022, Clarendon House, 2 Church Street West, Hamilton Hm Dx, Bermuda. You can contact us by emailing: reception@sigtto.org.

SIGTTO is committed to protecting and respecting any personal data that you may share with us. This Privacy Policy describes what types of information we collect from you, how it is used by us, how we share it with others, how you can manage the information we hold and how you can contact us.

We will post any modifications or changes to this Privacy Policy on this page.

1. What personal data we collect

The personal data we collect about you may include:

  • full name;
  • address;
  • email address;

  • telephone number; and
  • your website address, if relevant.

We do not collect any special categories of personal data about you (this includes details about your race or ethnicity, religious or philosophical beliefs, sex life, sexual orientation, political opinions, trade union membership, information about your health and genetic and biometric data). Nor do we collect any information about criminal convictions and offences.

We collect your personal data in relation to:

  • the administration of your SIGTTO membership and SIGTTO meetings; and
  • keeping you updated with industry news and new publications, industry issues.

We will only use your personal data for the purposes for which we collected it as listed below, unless we reasonably consider that we need to use it for another reason and that reason is compatible with the original purpose. If we need to use your personal data for an unrelated purpose, we will update this Privacy Policy and we will explain the legal basis which allows us to do so.

3. Our legal bases for processing your personal data

In respect of each of the purposes for which we use your personal data, we are required to ensure that we have a legal basis for that use. Most commonly, we will rely on one of the following legal bases:

  • where we need to perform a contract we are about to enter into or have entered into with you;

Whenever we transfer your personal data out of the UK to a country that is not in the EEA, we ensure a similar degree of protection is given to it by ensuring that appropriate safeguards have been implemented. Whenever we transfer your personal data out of the EEA, we ensure a similar degree of protection is given to it by ensuring at least one of the following safeguards is implemented:

  • We will only transfer your personal data to countries that have been deemed to provide an adequate level of protection for personal data by the European Commission.
  • Where we use certain service providers, we may use specific contracts approved by the European Commission that give personal data the same protection it has in the EEA.
  • Where we use service providers based in the United States, we may transfer data to them if they are part of the Privacy Shield that requires them to provide similar protection to personal data shared between the Europe and the US.

7. How we keep your personal data secure

We have put in place appropriate security measures to prevent your personal data from being accidentally lost, used or accessed in an unauthorised way, altered or disclosed. We limit access to your personal data to those employees and other staff who have a business need to have such access. All such people are subject to a contractual duty of confidentiality.

8. How long we store your personal data

We will only retain your personal data for so long as we reasonably need to use it for the purposes set out above, unless a longer retention period is required by law (for example for regulatory purposes).

9. Your rights relating to your personal data

You have the right to:

  • Request access to your personal data. This enables you to receive a copy of the personal data we hold about you and to check that we are lawfully processing it.
  • Request correction of the personal data that we hold about you. This enables you to have any incomplete or inaccurate information we hold about you corrected.
  • Request erasure of your personal data. This enables you to ask us to delete or remove personal data where there is no good reason for us continuing to process it. You also have the right to ask us to delete or remove your personal data where you have exercised your right to object to processing (see below).
  • Object to processing of your personal data. This right exists where we are relying on a Legitimate Interest as the legal basis for our processing and there is something about your particular situation, which makes you want to object to processing on this ground. You also have the right to object where we are processing your personal data for direct marketing purposes.
  • Request the restriction of processing of your personal data. This enables you to ask us to suspend the processing of personal data about you, for example if you want us to establish its accuracy or the reason for processing it.
  • Request the transfer of your personal data. We will provide to you, or a third party you have chosen, your personal data in a structured, commonly used, machine-readable format. Note that this right only applies to automated information which you initially provided consent for us to use or where we used the information to perform a contract with you.
  • Withdraw consent. This right only exists where we are relying on consent to process your personal data. If you withdraw your consent, we may not be able to provide you with access to certain functionalities of our website. We will advise you if this is the case at the time you withdraw your consent.

Conduct of the Society's business is controlled by the Board of Directors drawn from all sectors of the industry. The Society's activities and its administration is managed at its London Liaison Office.

As well as the Board there are two active groups through which individual members may directly participate in the Society's affairs. These are the General Purposes Committee (GPC) and the Environmental Committee (EC).

To become a full member of SIGTTO it is necessary for a company to have equity interest in, or to operate, a gas tanker or terminal.

Associate membership is available to applicants as above, who have entered into a contract to build a gas tanker or a terminal.

Directors may also admit to associate membership the following organisations:

  • Harbour authorities
  • Tug vessel providers for liquefied gas terminals
  • Classification societies
  • Training providers for liquefied gas vessel sea staff and/or terminal personnel

Associate members have all the rights of a full member except for voting rights at the Annual General Meeting.

Membership of the Society is conditional upon submission of a completed application form. The Membership Committee of the Board then reviews this application.

Costs

From 1st January 2024, SIGTTO fees are as follows:

All members pay the basic fee of £4,697 per annum. Full members also pay a capacity fee, depending on assessed capacity:

  1. £0.0148 per cubic meter for the first 500,000 cubic meters or part of assessed active capacity, plus;
  2. £0.0049 per cubic meter for any balance of assessed active capacity over 500,000 up to a maximum of 1,500,000 cubic meters.
  3. £0.0068 for laid-up tonnage.

We have a maximum fee of £14,832 per annum for any one member.

VAT will be added where applicable.

In addition, full members are required to to purchase US$300 company shares at par value. This is a one-off fee, and associate members are not required to purchase shares until such time as they become a full member.

Anti-Trust/Anti-Competition Law Guidance for SIGTTO Meetings

These notes have been prepared to provide guidance on the conduct of SIGTTO meetings to avoid infringement of laws covering what are generically referred to as “anti-competitive practices” as established in the countries of our members. By their nature, these notes are general and cannot be considered exhaustive.

The SIGTTO By-Laws include a clause on Prohibited Activities, relevant parts as follows:

Section 2.04 Prohibited Activities

SIGTTO shall:

(e) Not engage in fixing or regulating freight, charter or other transportation rates or in fixing vessel management or operating fees or the terms and conditions of any of these;

(f) Not engage in any activity which in is contravention of the laws of Bermuda or England or the laws applicable to any Member

(g) Refrain from any activity that involves the collection or dissemination of commercial data, or activities that may be construed as representing the commercial interests of any or all of its members.

Building on the By-Laws, the following lists summarise the principal dos and don’ts for participants in any SIGTTO meeting:

DO

  • Ensure that agendas and minutes/notes of meetings are produced and circulated to all attendees and accurately reflect the discussions/decisions.
  • Be aware that activities such as gathering and exchanging statistical information, benchmarking, creating industry standards and self-policing regulations may be construed as anti-competitive. If engaged in any of these activities, specific guidance must be sought from the Secretariat. The Secretariat may seek external legal advice as and when appropriate.
  • Ensure that the meeting discussion is kept to the agenda topics. It is strongly recommended that matters for ‘Any Other Business’ are discussed with the Chairman before the meeting.
  • Object if an improper or questionable subject is raised and, if not satisfied with the response, ensure that your objection is recorded in the minutes and leave the meeting.

DO NOT

Discuss or make agreements or decisions on any of the following:

  • Prices/freight rates
  • Production capacity or inventories
  • Sales/purchases
  • Costs
  • Future business plans (on matters not in the public domain)
  • Matters relating to individual suppliers/customers
  • Employee compensation, benefits, remuneration etc
  • Sale or purchase prices
  • Other terms of sales or purchases
  • Restriction of capacity or output
  • Restriction of supply of a product or service
  • Division of markets or customers
  • Exclusion of competing companies from a market
  • Limitations on the quality of a product
  • Blacklisting or boycotting of suppliers or customers.
